an overview of PennDOT Publication 408 Erosion Control Requirements

Pennsylvania Department of Transportation (PennDOT) projects run on Publication 408, the Commonwealth's core Construction Specifications document. This isn't a standalone erosion control manual. Erosion and sediment control requirements are spread across specific sections within a much larger specification book that covers everything from bidding requirements to bridge painting.

For contractors working PennDOT jobs, knowing exactly where those requirements live, and what they actually call for on-site, makes the difference between a smooth submittal and a rejected material order.

This post walks through where erosion control lives in Pub 408, how PennDOT classifies rolled erosion control products specifically, and what the installation requirements look like in practice.

Where Erosion Control Lives Within Publication 408

Most of it sits in Section 800, Roadside Development. In the 2026 edition, the relevant sections break down like this:

  • Sections 801 to 803 cover topsoil stockpiling and placement

  • Section 804, Seeding and Soil Supplements, runs 16 pages

  • Section 805, Mulching, runs 7 pages

  • Section 806, Rolled Erosion Control Products, runs 15 pages and is the focus of this post

  • Sections 845 and 849 through 861 cover structural and perimeter measures such as rock construction entrances, rock lining, outlet protection, sedimentation ponds, and storm inlet protection

  • Sections 864 through 875 cover diversion ditches, silt barrier fence, heavy duty silt barrier fence, compost filter sock, compost blanket and filter berm, and sediment traps

Section 806 doesn't stand alone. It works alongside 804 and 805, since seeding and mulch sequencing directly affects how an RECP gets installed.

 

How PennDOT Classifies Rolled Erosion Control Products

Pub 408 splits RECPs into two broad categories: temporary and permanent, each governed by its own set of tables.

Temporary RECPs are classified by functional longevity, not just by slope. There are four tables:

  • Table A, Ultra-Short-Term, 3-month functional longevity, Types 1.A through 1.D

  • Table B, Short-Term, 12-month functional longevity, Types 2.A through 2.D

  • Table C, Extended-Term, 24-month functional longevity, Types 3.A and 3.B

  • Table D, Long-Term, 36-month functional longevity, Types 4.A and 4.B

Within each table, the letter designates the product type. A is Mulch Control Netting, B is an Erosion Control Blanket without a net, C is a Single Net ECB or Open Weave Textile, and D is a Double Net ECB. The maximum allowable slope tightens as you move from A to D, from 5:1 down to 2:1 or steeper, which reflects the fact that more robust product construction is needed to hold on more demanding grades.

Permanent RECPs (Table E) are all Turf Reinforcement Mats, Types 5.A through 5.F, ranked by increasing shear stress tolerance, from 6.0 up to 14.0 lb/ft² unvegetated, and correspondingly steeper allowable slopes down to 0.5:1 for the highest-performance types. The spec itself notes TRMs are typically used where erosive forces exceed what unreinforced vegetation can handle on its own: high-flow ditches and channels, steep slopes, stream banks, and shorelines.

Every type carries hard numeric thresholds tied to named ASTM standards, not manufacturer marketing claims. Tensile strength is measured per ASTM D6818, shear stress per D6460, C-Factor per D6459, seed germination enhancement per D7322, and weight per unit area per D6475. That's worth knowing when comparing products, since it means the numbers on a spec sheet are lab-verified and directly comparable across manufacturers.

 

What "Type" Actually Means for Site Selection

Picking a product isn't just "pick a blanket." It’s a matter of weighing functional longevity, how long the RECP needs to hold before permanent vegetation takes over, against slope severity and whether the application is a slope or a channel. A site where full vegetative cover won't establish for 24 months needs a Table C product, not a Table A one that's only rated for 3 months. Getting this wrong risks performance as well as a rejected submittal, since the spec ties functional longevity directly to type approval.

 

Installation Requirements Contractors Should Expect

This is where Section 806 gets specific enough to plan a job around:

  • Site prep: soil surfaces must be free of rocks or other obstructions that would prevent the RECP from lying in direct contact with soil.

  • Anchor trenches: excavated 6 inches by 6 inches, with the terminal end of the RECP extended 3 feet past the trench before backfilling and compacting.

  • Staple and stake spacing: 1-foot centers along terminal ends and trenches. Within the body of the product, minimum anchoring rates are 1.3 staples per square yard on slopes and 1.7 per square yard in channels, with higher rates likely needed in sandy, loose, or wet soils.

  • Seaming: adjacent seams overlap 2 to 4 inches, and consecutive rolls shingle and overlap 2 to 6 inches in the direction of flow.

  • Topsoil placement for permanent RECPs: when seeding happens after RECP placement, 1/2 inch to 3/4 inch of topsoil gets worked into the RECP matrix and voids, flush with the top of the product. This step is easy for crews to underestimate if they aren't expecting it.

  • Maintenance: if a protected slope, swale, or other soil surface fails after installation, the area must be redressed and the protection material reinstalled per the original treatment spec, not patched arbitrarily.

Practical Notes for Contractors Reviewing PennDOT Specs

  • Confirm which specific Table and Type applies per the project plans rather than assuming "erosion control blanket" is generic. Functional longevity and maximum slope vary meaningfully from one table to the next.

  • Anchoring devices have their own material specs: No. 8 gage steel wire staples, 3/16-inch carbon steel pins with a washer head, or 1-inch by 4-inch hardwood stakes. Substitute anchoring products need to be submitted with manufacturer recommendations for review and approval.

 

The Bottom Line

Section 806 gives PennDOT one of the more detailed, ASTM-anchored RECP classification systems around, longevity-based tables paired with explicit installation mechanics in a single section.
